Fenstermaker conducted an Environmental Assessment (EA) for the Northwest Louisiana Council of Governments (NLCOG) on Wafer Road in order to develop a two-lane urban collector facility with right-of-way clearance for a new four-lane urban collector. Fenstermaker prepared the EA and other related documents in accordance with the National Environmental Policy Act (NEPA) and the Federal Highway Administration’s regulations and guidelines.

Fenstermaker was also responsible for developing a line and grade study, conducting mapping & data analysis, and coordinating and managing all public involvement activities. Furthermore, Fenstermaker completed an environmental analysis to evaluate and document the potential social, economic and environmental impacts of multiple alternatives. Fenstermaker then assessed conceptual plans and environmental decisions for the project. Additional services that Fenstermaker provided are listed below:
