C. H. Fenstermaker & Associates is ecstatic to welcome Paul Foley, P.E., into the family. Paul brings 13 years of experience in project management, hydrology, water resources engineering, surface transportation, public works, mentorship and relationship building to his new role as Office Manager of our brand-new Ocean Springs office.
Prior to joining Fenstermaker, Paul worked for nearly a decade with Michael Baker International, based out of Ocean Springs, Mississippi. In both his time there, and in his subsequent position as VP/Principal Engineer and Office Manager with EJES, Paul worked on a wide variety of projects, developing an expansive skillset that positions him perfectly to manage our Ocean Springs office under Engineering Director, Dax Douet, P.E..
Although Paul wasn’t actively seeking a new position, when he heard that Fenstermaker was looking to grow their presence in the Ocean Springs area, and further discovering that college friend, Engineer, Matt Strickland, P.E., has been with Fenstermaker since 2018, he became serious in his consideration of our employment offer. Paul’s shift to working with Fenstermaker allows him to return to working in his hometown, and provides him the opportunity to continue his passion for improving the quality of life in the very community where he lives. Paul is excited to bring his focus on the ‘magic three’ to our Ocean Springs office: client engagement, positive employee experience, and operational excellence.

Paul holds a Bachelor’s degree in Science and Engineering from Mississippi State University, and is currently working on his Masters degree with the same university. He holds certification in Stormwater Management and Professional Engineering Licensure in the states of Mississippi and Louisiana.
A resident of Ocean Springs, Paul is a big believer in giving back to his community. When he’s not hard at work improving lives through public works projects in and around his community, Paul loves spending time with his wife of twenty years, Marilyn, and their two daughters.
