In our continuing dedication to making a positive impact on the communities where we live and operate, Fenstermaker is very proud to announce that our colleague, Bill Katzenmeyer, P.E, CFM, has been inducted into the American Society of Civil Engineers’ (ASCE) Ports & Harbors Committee. Bill brings over two decades of experience in civil engineering, forensics engineering, water resources management, and more to the committee.
ASCE’s Ports & Harbors Committee’s primary mission is to “study and disseminate information on the planning, design, construction, maintenance, operation, pollution control, and technical functioning of ports and harbors.” They coordinate closely with port and harbor agencies nationwide. The committee rolls up to ASCE’s semi-autonomous institute, COPRI (Coasts, Oceans, Ports and Rivers Institute). Their stated mission:
COPRI serves as a multidisciplinary and international leader in improving knowledge, education, development and the practice of civil engineering and other disciplines in the sustainable management of coastal, ocean, port, waterways, riverine and wetlands resources for the benefit of society.
Bill has been a longtime member of the ASCE, recently joining the Ports and Harbors Committee’s Sea Level Change Subcommittee. He has used his experience with benefit-cost analysis and sea level rise in his ongoing contributions to Chapter 7 of their “COPRI/ASCE Sea Level Change Assessment Framework for Ports & Harbors.”
Considered a thought leader in his field, Bill has been a key member of our New Orleans Water Resources team since 2021 under Engineering Director Jeanne Arceneaux Hornsby, MS, P.E., CFM, where his wealth of domain experience has made him a valuable member of the team. Jeanne had this to say:

His knowledge and aptitude position him perfectly as a valuable member of this prestigious group. Eager to share his knowledge and take on new challenges, Bill enthusiastically joins the Ports & Harbors Committee, saying:
“As a newly appointed member, I am excited to serve on the ASCE COPRI Ports and Harbors Committee. I look forward to working with the committee’s senior port facility managers and engineering consultants, through ASCE and COPRI initiatives, to continue tackling the pressing technical and engineering issues impacting ports.”
In addition to his work both here at Fenstermaker & Associates and as an active ASCE member, Bill is passionate about building bicycle and pedestrian infrastructure into communities and is heavily involved with bicycle advocacy efforts within the city of New Orleans.
