Cameron Parish is in a constant battle with mother nature to protect its shoreline from erosion and the encroachment of saltwater from the Gulf of Mexico.  This project consisted of the design and construction of approximately 8,500 feet of rock breakwaters to protect 5.75 miles of Cameron Parish shoreline.  The fully permitted design had a total cost of $40 million.  With limited construction funds available, strategic locations were selected to protect residential areas along three beaches – Rutherford, Long and Little Florida.  These segments were bid and awarded as separate projects with the start of construction in 2020.  All three projects were completed by 2021.

Fenstermaker provided engineering, design, and construction management services. Communication and coordination with the prime consultant, sub-consultants and with the Cameron Parish Police Jury (CPPJ) Project Manager was an essential component to ensure successful and timely project execution. A data gap analysis was performed to evaluate data collection needs and a data acquisition plan was completed to ensure compliance with the design goals of the CPPJ. Fenstermaker performed the necessary surveys and subcontracted the geotechnical sampling and analysis. The design included but was not limited to wave analyses, breakwater design, slope stability analysis, and rip rap sizing. Fenstermaker acquired all necessary permits for construction. A Final Design Report was developed to refine and complete the bid package.  Fenstermaker provided bid phase services, including placement of the bid advertisement, conducting the pre-bid meeting, issuing bid document addenda, reviewing bids, and recommendation of award. Fenstermaker also provided construction management services, including contractor oversight, daily construction inspection, submittal review, payment request review, recommendations for payment, and recommendation of acceptance.
